"Whilst the announcement of the election date
is wanted, in order to allow political parties and the IEC to structure
their plans, it would be entirely wrong for South Africa to believe that
it marks a solution of the concerns raised by traditional leaders and
the communities they represent.
"Traditional leaders had recommended a
structured approach to resolving their points of difference. They did
not expect that all issues would be resolved before the election but
they did expect tangible commitments and mutual understanding.
"Due to pressures upon President Mbeki which
perhaps prevent him from making the clear commitments desired by
traditional communities, matters are still some way from final
resolution.
"We have an election date but this should not
fool us into thinking that we have a solution. There is still a long way
to go."
