SAFETY & SECURITY PORTFOLIO COMMITTEE URGED TO REFER IFP POLICING BILL TO CONSTITUTIONAL REVIEW COMMISSION

CAPE TOWN : APRIL 11, 2000

The Portfolio Committee on Safety & Security will meet tomorrow at 9am in the Good Hope Chamber, to discuss a Private Member's Bill tabled by IFP Safety & Security Spokesperson Mr V B Ndlovu MP, allowing for the establishment of provincial police forces accountable to the people at local level. The Bill's purpose is to strengthen oversight of the police and to improve their capacity to tackle the growing crime crisis.

Mr Ndlovu is urging the Committee to refer this important Bill to the Constitutional Review Commission, in order that it can be debated in the proper context.

In a comprehensive response to a submission by the SAPS National Commissioner, Mr Ndlovu has rejected his arguments against the Bill as unsubstantiated by any evidence and demonstrating a failure to understand or even address the purposes of the Bill.

Mr Ndlovu believes that the response will help to persuade members of the ANC to support his request for a referral to the Constitutional Review Commission.
