Vote 4: Economic Development 

Programme 4: There are serious concerns around delays in the roll-out of the co-operative programme within the context of Business Regulation and Governance. The Official Opposition is alarmed that the department highlights difficulties in promoting the co-operative programme, even among other government departments. 

Vote 5: Education 

Programme 2: Learner support materials remain a hardy annual which impacts negatively on effective learning and teaching. The decentralisation of this function has not improved the situation. Schools are closing on 29 November and yet the department has not indicated their budgets. 

Vote 7: Health 

Programme 8: The Official Opposition has serious misgivings about the Forensic Pathology Services’ projected low expenditure in spite of the deplorable inhumane and unhygienic conditions that prevail at the Alexandra Road mortuary in the Capital City of Choice. 

Vote 8: Housing 

Programme 3: The Official Opposition will not support Housing Development Implementation programme because the department has failed to reach its target of 1000 hostels to be upgraded by mid-year. Only 289 hostels were upgraded during the period under review. 

Vote 13: Social Development 

Programme 1: The Official Opposition will not support the Compensation of Employees programme on account of the unbudgeted expenditure incurred in respect of exit packages for HODs whose attrition rate is alarming. 

Vote 14: Works 

Programme 3: The provision of second generation multi-purpose community centres remains the responsibility of the department as part of Provision of Buildings, Structures and Equipment programme. The Official Opposition calls upon departments of Works, Local Government and Housing to get their act together and expedite the construction of MPCCs which have been delayed unnecessarily.
