OFFERS OF HELP AND ITS REJECTION

Prince Mangosuthu Buthelezi's and later Inkatha's concern was that this recognition notwithstanding, the ANC rejected Inkatha simply because it felt threatened by it. Inkatha was not alone in this rejection. The PAC, which broke away from the ANC, was crushed before it had time to establish the kind of political bases which the ANC enjoyed amongst the general public. PAC leadership went into exile without the kind of backing which the ANC had enjoyed. The difficulties of PAC leaders in exile were therefore more keenly felt.   ANC tactics abroad to discredit the PAC were very effective and by the late 1960's the PAC was in complete disarray and ceased to be a real political force. It, however, remained an attractive option in concept for a minority in South Africa who shared its African emphasis and who shared the spirit of militancy which had characterised its emergence.
