RESOLUTIONS OF THE IFP NATIONAL
COUNCIL
ULUNDI: SUNDAY-MONDAY, 22-23 NOVEMBER 2009
The IFP National Council met in Ulundi
on Sunday 22 November and Monday 23 November 2009 and adopted
the following resolutions:
1. THE IFP NATIONAL CHAIRPERSON
Noting the ongoing media speculation
surrounding the internal developments in the IFP ahead of the
upcoming elective conference, National Council has resolved:
- to refute the perception that IFP
National Chairperson Zanele kaMagwaza-Msibi is being persecuted
within the party;
- to reject speculation, wherever it
may originate from, that the IFP National Chairperson has been
under pressure to decline her candidacy for the party presidency
before or during the upcoming elective conference;
- to call upon those sections of the
party that are waging a campaign of destabilisation and
disunity in the name of the National Chairperson to stop
forthwith or face the full might of the IFP Constitution and its
provisions against the lack of party discipline; and
- to refocus the internal debate and
energy in the party ahead of the elective conference away from
personalities towards the urgent task of renewing existing and
establishing new branches.
2. COMMITMENT TO TRANSPARENT LOCAL
GOVERNMENT
Noting the media speculation that
certain IFP Mayors are being targeted for removal from office
for their alleged support for the IFP National Chairperson, the
IFP National Council has resolved:
- to continue to act against
maladministration, fraud and corruption and those responsible in
all IFP-controlled municipalities that have been named and
shamed in the Auditor-General’s report on municipal performance;
and
- to reaffirm the party’s commitment
to open and transparent government in all IFP-controlled
municipalities in order to ensure effective and efficient
service delivery.
3. REAFFIRMATION OF THE VUKUZITHATHE
CAMPAIGN
Noting the growing need to reunite and
mobilise the party around a winning strategy ahead of the
upcoming 2011 local government elections, the IFP National
Council has resolved:
- to reaffirm the IFP’s commitment
to the Vukuzithathe Campaign which seeks to improve the party’s
performance in local government, improve the party’s
communication of its values and policies at grassroots level and
galvanise the party’s support among all sections of the
electorate.
4. DEPLOYMENT OF IFP MPs AND MPLs TO
MUNICIPAL CONSTITUENCIES
Noting the need to fill an
accountability gap created by South Africa’s electoral system of
proportional representation, the IFP National Council has
resolved:
- to dispatch all IFP MPs and MPLs
to an extensive report-back campaign along the lines of
municipal constituencies to enhance the party’s visibility and
promote its interaction with the electorate.
5. APPRECIATION OF IFP PRESIDENT’S
PUBLIC SUPPORT FOR TIBET
Noting the recent visit by IFP President
Prince Mangosuthu Buthelezi to the fifth World Parlamentarians’
Convention on Tibet in Rome, the IFP National Council has
resolved:
- to appreciate the President’s
continued role as an international statesman who, faithful to
the principles of freedom, religious and cultural pluralism and
human rights, resisted pressure from China and attended the
Tibet summit; and
- to accept the President’s view
that his moral support for Tibet is not directed against China
and its people.
