25 October 2009
The IFP National Council met in Ulundi
on 24–25 October 2009 and unanimously adopted the following
RESOLUTION:
National Council:
1. Convenes the Annual General
Conference for April 23-25, 2010 to be a political and elective
conference and to give guidance to the party in the firm belief
that the IFP has an enduring unique, and viable mission in the
consolidation of democracy in South Africa;
2. Recognises its responsibility of
ensuring that the true and genuine will of the IFP membership is
expressed and reflected at the Annual General Conference and
that no manipulation takes place of party structures, to which
end it calls on the National Organiser to establish a process to
ensure that all branches are re-established or membership
verified, constituency and district structures are duly elected
and delegates to the Annual General Conference are properly
identified as the genuine representatives of their respective
membership;
3. Extends all IFP memberships to
June 30 2010 and henceforth adopts a fiscal year in respect of
party memberships to end on June 30 each year;
4. Records that the National
Chairperson Cllr VZ kaMagwaza-Msibi has indicated to the
National Council that she will not be available to accept
nomination for the position of President of the IFP either from
the National Council or from the floor of the Conference and
that Rev KM Zondi has repeatedly made statements to the same
effect;
5. Notes that on two previous
occasions in 2004 and 2006 Prince Mangosuthu Buthelezi indicated
his intention to retire but remained in his leadership position
at the unanimous insistence of the Annual General Conference
6. Notes with concerns the ructions
within the Party at a crucial juncture marked by the imminence
of the 2011 local government elections;
7. Urges Prince Mangosuthu Buthelezi
to continue to remain the unifying leader of the Party and to
ensure a smooth and democratic succession transition when the
time is ripe, and will appreciate his consideration of the
matter;
8. Supports the availability of the
National Chairperson Cllr VZ kaMagwaza-Msibi for re-election
should the party membership so desire;
9. Calls both on National Chairperson
Cllr VZ kaMagwaza-Msibi and Secretary General Rev KM Zondi to
work actively to rally behind the President of the IFP and
promote the unity of the Party at the constituency level.

MEDIA BRIEFING (co-chaired by IFP
National Chairperson Zanele kaMagwaza-Msibi and IFP National
Organiser Albert Mncwango):
The backlog in the renewal of party
structures made it impossible to hold the IFP’s Annual General
Conference (AGC) at the usual date after the April 2009
elections.
In terms of the IFP Constitution,
certain processes need to be followed for an AGC to be held,
including the renewal of branches. This is an ongoing process
to be completed by the end of January 2010 as per schedule
below.
Thereafter constituencies will hold
their conferences and those whose term of office expires will
renew their mandate and elect new committees. This will take
place in the course of February 2010.
Districts will hold their conferences
during the first half of March 2010 and those whose term of
offices expires will hold elections to renew their mandate.
Likewise provinces will hold their
conferences during the latter part of March 2010.
These complex processes will be the
build-up towards the Annual General Conference scheduled for
23-25 April 2010.
