Safety and Security and ICD Budget Votes 20 & 22

While we focus on the budget of these two units and ask questions as to whether monies given to SAPS a body that has so many units within itself.

The uniform section is always visible and combats crime.  The question is are we doing well in the Criminal Investigating Department? 

Chairperson, the IFP believe that that this is the Department which spends more of its time in the investigation and analysis of cases and  ensures that suspects are taken to Court.  How much does the Department spend to capacitate the personnel in order that the investigation is up to scratch?

More convictions could be achieved if more resources were channelled into this unit.  The Select Committee of Security and Constitutional Affairs often meets these short comings of cases been thrown out of court because of poor investigation.  The grey area is more on the murder and rape cases.  In some cases there is shortage of personnel.

I am telling of these shortcomings in order that more focus should be directed to this unit.  During one Provincial visit in Gauteng at the police station in Kagiso, Krugersdorp an officer in charge of this section, the Head of investigation, told the permanent delegation of Gauteng that he had approximately 80 pending investigations, while the members of CPF told us that cases investigated at this police station were mostly struck off the roll or withdrawn.  Surely this gives us a clear message that we need to beef up this section?

Let me also touch on Independent Complaints Directorate.  During the oversight visit in Mpumalanga Province, we heard from a person heading this section.  He had told us that he does not get the support from SAPS.  This was evident from the incident at Volksrust Police Station, where a female suspect was placed in a male cell for the whole night.  He did not know how the matter was handled.  It was not only that case, but at all police stations where we visited, he would repeat the same sentiments that he does not get the necessary support he deserved.  Minister, I think the Secretariat should be tasked to investigate and help this wing get on its feet and give the performance we need.
