This is a sombre occasion when we mourn the passing on of our beloved colleague. His untimely death sent shock waves throughout the province and the country. Those whose lives were touched by his warmth of spirit and cordiality could not believe that he has been called to higher office.

On this occasion I honour the life and work of a cabinet colleague who dedicated his time and skills to the service of the people of KwaZulu-Natal. Inkosi Ngubane served in our cabinet from February 1999 to April 2004. I shared with him the challenges and tribulations that confronted our party in a coalition government.

Inkosi Ngubane was assigned responsibilities over three demanding portfolios, namely Local Government and Traditional Affairs, and Safety and Security. As a committed and conscientious worker he provided political leadership to his portfolios and unstinting support to his colleagues and subordinates.

As line function Minister of Safety and Security he laid a solid foundation for peace and reconciliation between the province’s two major political parties during difficult times of strife and violence. His personality stood him in good stead in promoting peace and reconciliation in conflict situations.

We owe it to him that community policing forums were established in our province. Inkosi Ngubane likewise initiated the following projects in the Department of Local Government and Traditional Affairs: rural development; the launch of the training programme to empower traditional authorities in partnership with the University of Zululand; and building of the traditional service centres.

Our deceased colleague contributed immensely to the realisation of the goals the IFP set out to achieve in government. His willingness and readiness to undertake difficult government duties strengthened the IFP team. We all stood together when our fragile administration was under siege. Together we withstood the buffeting winds of the floor-crossing hurricane.

I salute an honest broker, an industrious colleague, supporter and wise counsellor. You acquitted yourself admirably, Nomafu, as acting provincial Premier whenever I was out of the country on official business. You have left your footprints in the sands of time. We shall miss your  Undlunkulu and members of the family. We understand the impact of the loss of the head of the family the Inkosi of KwaZashuke Traditional Authority.

Rest in peace Nomafu. You fought a good fight. You deserve eternal rest.
